Relative path to extension in Mercurial.ini for standalone hg.exe on Windows 
is relative to current working directory - not the directory Mercurial is 
installed in. It is impossible to relocate Mercurial directory with extensions 
without patching Mercurial.ini, or have multiple Mercurial installations that 
share the same .ini config.
